Structured the merger and reorganisation of Barclay’s
two closed life businesses (Barclays Life and Woolwich
Life) in 2003 into one company with £8 billion of
Assets Under Management and 1 million policyholders resulting
in significant cost savings and operating synergies across
the Life Division

Led a unique £720 million refinancing programme
programme involving a £400 million securitisation
of “relevant regulatory surplus”, one of the
few successful securitisations of a “closed book”
undertaken by a Life Company in Europe in recent years.
The refinancing generated significant economic capital
benefits for the parent bank, Barclays plc.

The Barclays structure required a very complex set of
transactions including a novel reinsurance programme in
order to pass the right to the emerging surplus and the
value of that right out of the hands of the Life companies
and into Barclays Bank.

Conor structured the disparate legal, actuarial, corporate
finance, regulatory, capital markets, taxation, and operational
and economic value aspects of this transaction within
highly challenging timescales. He has received considerable
recognition and testimonials across Barclays for his work
on this innovative project.

Developed with the AMP Board in 2002 a resilience and
contingency planning programme covering actuarial, capital
markets and regulatory arbitrage measures to improve solvency.
This was often achieved through the use of “workshops”
with Board Members and stakeholders.

Delivered improvements in the FSA Return process to deliver
one month’s timesaving. This was done through close
collaboration with and input from the relevant business
heads.

Delivered strategies with the Chief Actuary for:

Solvency Monitoring and the appropriate focus for
current market and actuarial conditions.

Determining the veracity of the regulatory solvency
position in the light of declining equity markets.

Appropriate Investment, Capital Markets and Actuarial
